Not every org has a list of inactive users, but you do!

Now go to Apsona

Start with the Contacts
I've updated the contacts. I suggest that you use this lesson to update the Accounts, Campaigns, Opportunities and Custom Objects in your system. Create a tabular View with a field set like the one in Contacts.

Name the field set something that will ring a bell next time someone leaves.

The tabular view is simple.
Tools > Update All

Choose the Owner Field, and enter the new value

From there, you just hit Update.
